Ed-Flex Waiver Application

The Indiana Department of Education’s (IDOE’s) Office of Title Grants and Support has made changes to the Ed-Flex Waiver applications and requirements. Ed-Flex is a program through the U.S. Department of Education that grants state educational agencies (SEAs) the authority to waive statutory or regulatory education requirements that may impede local efforts to reform and improve educational achievement.  

IDOE currently has four waivers available to Indiana local education agencies (LEAs).

  • Waiver 1: Increased Title I carryover allowability from 15-25%
  • Waiver 2: Increased flexibility in paraprofessional requirements
  • Waiver 3: Applicable only to the Indiana Department of Corrections
  • Waiver 4: Increased flexibility in Title IV spending requirements for LEAs that receive over $30,000

Greenfield-Central Community School Corporation intends to apply for flexibility for Waiver 2 and Waiver 4. The application of both waivers will allow the district to most effectively serve all of our students in the most flexible manner by:

 

  1. Allowing for paraprofessionals or instructional assistants to be considered to meet expectations on GCSC-determined criteria based on the unique staffing and educational needs of the district, and;
  2. Allowing for increased flexibility for the use of Title IV, Part A federal funding to be used in accordance with the documented needs of our schools rather than the federal requirement to spend 20% of funds on Focus Area A (Well-Rounded Education), Focus Area B (Student Wellness) and at least some funds on Focus Area C (Tech Integration). This allows the district to direct funds to allowable activities based on identified needs.
